The main concept is that the Acquisition Strategy for a program is owned and driven by the person who is accountable for delivering the program’s goals. The Program Manager is responsible for the overall success of the program, so they develop the plan for obtaining systems, services, and support, and then guide its implementation across the lifecycle. This includes choosing how to structure contracts, what contracting approach to use, scheduling, and coordinating with customers, stakeholders, and the contracting office to ensure the strategy aligns with program objectives, risks, and resources.

The Procuring Contracting Officer administers and awards contracts and enforces contract terms, but they don’t set the program’s strategy. The Program Executive Office provides governance and policy guidance at the portfolio level, but the day-to-day development and execution of the Acquisition Strategy sit with the program manager who owns the program’s outcomes. The Business/Financial Manager handles budgeting and financial aspects, not the strategy itself.
